Under voltage protection means cut off the power to protect the equipment when  grid voltage is too low. Since short circuit fault will cause the circuit voltage decrease significantly or even disappear in short period of time, which will bring damage to circuit and equipment. Specifically, equipment works best at the rated voltage, but it’s impossible to remain the same voltage that generally requires voltage can fluctuate within ± 15%.

When the power system happens to under voltage, we have to protect equipments. Under voltage protective devices would stop equipments or trip the breaker. Why should I to stop equipments running? Take the motor as an example, when the motor works under voltage, it will happen to motor step loss that cause to over current to burn the motor; when voltage is restored, self-starting motor will cause voltage decrease then causing harm.
